For leather, make every spell cast or special attack add a 1 second GCD that stacks until the phase ends.<BR/><BR/>Trust me, they'll do nothing very quickly. Also maybe make it affect hit.

Ooh, having the clothies go naked, eh? It's not a huge cockblock, but it definitely weakens all cloth-wearing classes.
